BASIC TASK: Search www.landregisteronline.gov.uk for houses without mortgages In England the government agency at www.landreg.gov.uk maintain a database of all properties in the UK �address, ownership, service address, purchase price, mortgages, basic description. Websites like www.ourproperty.co.uk, www.mouseprice.com, www.hometrack.co.uk, www.upmystreet.com etc take this information from the Land Registry as well as a number of other sources to provide customers with the ability to query the following information - How much was a specific house sold for, what is the average price for a particular street, town region - What is the likely value of a property going to be (“Automated valuation Models� - What level of mortgage acceptances were there in an area - House Price trends - What is the crime, schools, academic performance etc like in any area Etc, etc, etc While the Land Registry do record whether each house etc has a mortgage or not and this information is publicly available via their website, they do not have the ability to export this data as a bulk text output for analysis. This would require significant and costly changes to their database package. At present you can search any property in the UK at www.landregisteronline.gov.uk and download a PDF file with all the information about the property for about £3 per property. You can pay for this by credit card without any need to register (try now if you want) or open an account and be billed monthly (Though I am not sure if they will open an account for foreign use). The PDF file you download will be the “Official Copy�of the register for the property �the modern day version of the property’s “Deeds� It will show the address, owner’s name, his service address, price bought for, when bought, what “charges�(mortgages) exist and with whom and a variety of other current and historic details). We would like you to extract the mortgage information for us. We believe this information would be a very useful addition to analysis websites and commercial services. Specifically, it would be useful for mortgage brokers such as ourselves in marketing our services �though its use would spread well beyond this. At first we would like you to focus on finding domestic houses in England (not Scotland) which have no charges (mortgages) registered against them. 1-2 per street, across the country at first will be enough for our initial requirement. We will then explore the usefulness of this information and then may commission a much larger project to cover parts or all of England in much more detail. The task does not require great English speaking skills. A Computer with a good internet connection, 1 or more hard workers with basic English skills should suffice. It is a laborious task that may not be hugely interesting or challenging, but could provide some basic work for less skilled members of your teams. Specifically we will be asking you to search for streets with domestic houses on them using http://maps.google.co.uk. Then go to www.ourproperty.co.uk to see which have price data stored against them already (Land Registry only started to record this from about 2002) and then download the relevant PDF copies of their Official Copies from www.landregisteronline.gov.uk. If they have “none�recorded against the “Lender(s)�section, then you should save them for us, otherwise discard them. The process is a rather random one, sometimes the very 1st property you target will have no lender, sometimes you can download 30 until you find one. On some streets you will find many with no Lenders, others you will find no such cases. On average we have been finding about 1 in 15 houses are not mortgages �a useful piece of data in its own rights. In future we will not only want to collate information about houses without mortgages, but also houses with mortgages, who are the mortgage lenders, what the ratio between mortgaged and unmortgages houses are (per address, street, region etc). We would prefer to pay you on a piecemeal basis �ie: a certain amount (to be agreed) per PDF that has no Lender recorded in it. This way the harder and faster you work the more money can be earned. In addition, you can hire several people to work on the project at once and you can choose whether you hire more costly good English speakers or less costly people with less English as you prefer. We have done some initial trials in England having downloaded about 250 Official Copies in PDF format and about 17 of these were without Lenders/Mortgages (single owners, joint owners, commercial owners etc) We wish you to extract a further 600 such mortgage-free official copies of the register and on the basis that you will need to download 15 for every 1 successful one, you will need to search about 9,000 reports. We estimate you should be able to download them at a rate of about 10 per hour �30 minutes to identify a street (Google & Ourproperty) and a further 30 minutes to down the downloads. This is therefore a project that could consume about 900 hours initially (though team work could reduce this). We are willing to finance an initial trial period of about 10 hours (to be agreed) and pay by the hour for you to explore whether this is a suitable project for you, how it can be done and best organised and so how much you should charge us for the work on a piecemeal basis. Thereafter we want it to be done on such a piecemeal basis. We look forward to your bids. |
